Can H1 and L2 be hold together?

My husband has an H1 visa from a Consultancy. But, since the consultancy is not willing to send him to US for another 3 months, we plan for an L2 dependent since i hold an L1 visa. I have a few queries:

1. Will his H1 get canceled as soon as he own an L2?
2. I heard that an L2 dependent can work in any company if he gets an EAD from USCIS. how long would this take usually?
3. Is there any difference in holding an H1 or L2?

1. He needs to mention to the VO that he will use his H1b later on. In general, work/Visit visa categories are allowed. It is unlikely for a VO to allow two types of work visas like L1/H1 at the same time. But a dependent visa and a work visa are allowed.

2. within 90 days after applying.

3. A lot. L2 is work at will. H1b requires one to work and get paid all the time.
