Non immigrant visa (H1B) question

Anybody who is currently working in the united states who is from INDIA has gone to Canada for visa stamping recently

I have a question regarding the visa $131 fee which they now say you have to pay at Scotia bank location. There is no scotia bank in the united states, does that mean I have to go to canada and pay the fees there as the consulate does not accept the fees anymore

Yes, that fee has to be paid in Canada.
