I539 submission OR H4 Re-stamping?

which one is necessary from above? or Both?
My wife's I-94 and stamping on passport both expires on Nov-2001. I understand that I have to choose ONLY
ANY ONE option from the following..please..let me know
if I have to do both.

1. File I539 form and get H4 extension pitetion

or

2. H4 Stamping on passport (outside USA)
on the basis of my H1-b visa

Please, advise.
