H1 Visa Stamping Question

My friend is having a strange problem. He got an offer from a US company and accepted the offer. They filed his h1 and got approved in INS. And he is having the approved INS documents with him in India. Sponsoring company gave only an email offer letter (no hard copy). He has all required documents except the hard copy of offer letter. And the sponsoring company is not willing to give him an offer letter now as the US market is not doing good. Can he go for h1 visa stamping at chennai consulate with the printout of email offer letter without signature?

If he gets h1 visa stamping, Is it possible for another company to file for h1 visa transfer for him without any pay stubs?
