answer please for f1 rejection

hi
i applied for f1visa in 2006 may and july but it was rejected.
i applied for h1b this year(2008-2009).
my application has been picked up in lottery.
my consultant said wait for 2 months to get approval letter.

what should i say ?
if vo asks why were u rejected f1 visa for 2 times.
by the time i attend visa i will get only 2 years 2 months exp.

will it b sufficient or should i wait some time.

Tell him/her you dont know why, they rejected it. What do you think, they dont know?
by the time i attend visa i will get only 2 years 2 months exp.
You had to ask this question to your employer when starting with the H1 application, not now and for the US consular officers.
will it b sufficient or should i wait some time.
