h1b info

Greetings to every one. I'm new to this forum. I have been in h1 from August 2001 to April 2006.from april 2006 tiil now i am in india.
But i have applied for new h1 in 2008 quota. Still i did'nt receive any reply from usics.My employer ask me to wait for another week.
yesterday when i went through the posts in this forum, i came to know about the cap exemption. since i have not completed the six years continious stay, Shall i apply for h1 under cap exemption. Pls help me in tis regard
