H1 selected in lottery; applying for H4

Hi,

My wife got selected in H1 lottery this year and she received a receipt number. We want to apply for her h4 next month.

1) Is it ok to apply for an H4 VISA while her H1B application is pending?
2) Can she travel to US immediately after her H4 gets stamped?
