Transfer H1B without latest payslip based on issued a memo on May 30, 2008

Hi

My employer doesn't give my payslips properly but they are paying salary. They keep holding my latest 1.5 months payslips for sometime. Because of that I don't get my latest payslip on time.

Seems for H1B transfer we need very latest payslips.

1) Can I transfer my H1B using 2 months old payslips.

2) Seems it is also a LCA vialotion know. Can I transfer my H1B using my 2 months old payslips with help of New H1B law (based on USCIS issued a memo on May 30, 2008)

3) If people know any other suggestions also please share with me.

You could provided you filed a WH4 complaint against the employer for any H1b violation.
