H1 to H4 transfer

i am currently on h1 in US and i want to tranfer to H4.

> can any one tell me if i can resign once h4 is filled but not received.
>do i receive any receipt no once i file h4 which i can check on uscis site for status similar to h1 receipt no?

Yes, you should get a receipt number if you filed I539 requesting a COS.
