What is the use of "H4 to F1"?????

Hi, My wife is here US on H4 status. She does not want to stay at home, She wants to either work or study. I am working as a consultant. Please help me for below points:

1. If I apply F1 for her, and after some time, If I had to move in to a different location for my new contract, what can I do for her srudy???, Will there be any chance of credit trasfer to new university???

2. can she do 1 year master on F1, so that after studies she can be on OPT, and then to H1???

3. Is random selection of H1 application applies for OPT also????

4. If not, Can she do any part time Masters. If so, How much does it cost to finish the masters???

It will be very much appritiated if you can help me on this.

1. Depends on the new university. Many transfer only 6-9 credits.
2. The duration of study depends on University again. Yes for OPT. Depends for H1 as it needs lottery selection.

4. Depends on the university, your residence state and for how long you have been a resident.

One can study on a H4 visa without changing to F1.
