Right time to inform Employer?

Hello All,

I was just thinking, is it the right time to inform one of the employer A that I am not joining them, since they are forcing me to go for stamping, but I want to join another employer who sponsered me for free. But the free employer is asking me to go for stamping only in Nov.

So was just thinking, is this the right time to tell Emp A that I am not joining them? (Anywhere I loose money, if I dont join A, i'll loose my money, if I dont join B, I'll have to Pay him money (contract) )
