Change of Status(H4 to H1)

I applied H1 in Apr-2008. I got H4 Visa on june 21 and entered US with H4.
H1 petition is approved and is valid from Oct-1-2008. I have the current I-94 is for H4.
1) can i apply for Change of Status from H4 to H1 without going out of US
and rentering?
2) What is the procedure to apply Change of Status from H4 to H1?
3)what rae the document needed for COS ?
4) How long will it take?
5)HOW MUCH WILL IT TAKE ?

2. Ask your employer. Nothing special other than them filing an amendment I129 form to change status along with a copy of your I-94, current status proof (may be copy of H1b holder's paystub to prove your legal status)

4. Check processing for I129 form at your service center. 2-6 months
5. Depends on the lawyer plus cost of form I129 filing.
