covert L1 to H1 visa?

Hi,

Would you please tell me is that possible to covert L1 to H1 visa?.
Like I'm on L1 visa, I want to convert my L1 visa to H1 visa is there any way to do that which is different from H1-B quota..or apart from H1-B quota applications.
