Using H1 Petition

Greetings !!!!
I just have a 2007 H1 petition filed by a consultant. Due to personal reasons, I didn't go for my H1 visa stamping till date. Now, I have got a good offer from another consultant and would like to accept this offer.
Qn : Can my new employer/ consultant use my H1 petition number filed by my old consultant and process my H1 visa. So that I can get my H1 visa stamped with my new employer.
In other words, can I use the H1 petition filed by one consultant and get H1 stamping and work for other consultant ?
