Employer is refusing to give Experience latter

My friend's old employer is refusing to give him the experience latter. he has all the pay stub for that time period except last one but employer is just giving him hard time to collect illegal money from him. Can he take any legal action?

The employer is not bound to give any experience letters. Now what about the money you're talking about? Doesn't add up in your post.

I heard that experience latter is required when you apply for labor processing. What if he don't have experience latter but he has all the pay stubs and employer is not giving him the latter of experience. Can't he do anything on that?
