H1B Visa extension

Hi

I have a query regarding my H1B Visa Extension. My Visa is expiring in April 2009 and I plan to apply for the extension in this month.

1. How long will it take to get approval process completed?
2. I need to travel to India in month of Feb. Suppose my Visa gets approved before that, Can I travel back to US in Feb itself without getting Visa stamped?
3. If not, can I get stamping done in month of Feb in India for my visa actually expiring in April?
4. If I don't get approval papers by Feb, can I still travel out of country while extension is filed?
