Visa Consulate for returning H1 worker

Dear Sir,

I've need to apply for H1B visa stamping at Delhi Consulate. But just want to confirm with you that can i apply for H1B visa stamping at Delhi if im working in Pune, Maharasthra at this time from last 5-months... But prior to this job in Pune I was working in New delhi only.

Someone is saying that if im working in any city (pune) from less than past 6-months not falling under delhi consulate , I can still apply at Delhi consulate...

Please advise..
