H4 vissa for my daughter she is 2yrs

My daughter is india her H4 vissa got expired, myself and my wife are in US on H1, can she go to vissa stamping in india along with her grandparents will there be any problem , in filling H4 vissa for my daughter and visitor vissa for my mother at same time...or is it necessary that my kid should attend for vissa only with parents...
