Visa rejection reasons

While rejecting a fresh visa (H1 or L1) or extension, does USCIS tell us the reason for the rejection ?

Yes. USCIS does provide the reason for rejection for fresh visas in most of the cases. I am not sure if it's the same for visa extension.
