H1 Renewal from Canada

Hi All

I need some advice on my H1 Visa Renewal. I got my first 3 years of H1 Visa stamped from Tijuana, Mexico. I am heading towards my second renewal in a couple of months. I have read on the Tijuana Consulate website that no applicants can go for a H1 renewal to Mexico except if the prior stamping is done in the home country of the applicant.

My question is, can I go to Canada for my second stamping or do I really need to go to my home country.

I did not see any kind restrictions on H1 renewal on the Toronto US Consulate website.
