H4 VISA in pending (Admin) process from 3 months (12 weeks) - 221G pink slip Chennai

My sister received 221(g) pink slip on Nov 14th 2008 at Chennai consulate for h4 visa. Even she went with her Husband but they have given pink slip. The Consulate officer just asked 2-3 questions about her work details at INDIA and gave her pink slip. He said that just send all documents by email with text format and they will contact you when you need to send your documents & passport, he returned all her docs including passport. We sent all documents next day NOV 15th in .txt format as per 221 G pink slip. Even we sent an email to consulate after 10 weeks as per 221 g pink slip but still no update from Chennai consulate. It’s so frustrating and not able to understand what we have to do at this moment.

She has B2 VISA and can you please guide us the into right direction and steps to take further.

1) How many days more we have wait for H4 and is there any way to contact them. Please suggest?
2) Can she travel on B2 for time being till the time her H4 in pending process?
3) Do we need to hire an attorney to take further step?

1. Depends. No one can tell.
2. B2 is for visiting purpose and she can enter only for that. If she wants to enter to stay on a H4, it will be possibly considered fraudulent intent. COS from B2 to H4 within US filed within 90 days of entry is looked at with suspicion.
3. Does the H1b holder work for a reputed firm and has been maintaining proper status in US all the time? There isn't much an attorney can do here.

Thanks a lot for information. Can you please help me about below questions?

1) If she travel on B2 (VISITOR VISA) at least for 3 months and then go back after 90 days or whenever we have further communication within next 3 months about H4, is there any issues in this case?
2) If she come on B2 (VISITOR VISA) at least for 3 months, is there any impact on H4 or any issues while PORT OF ENTRY with B2 visitor visa, bcz her H4 VISA is in pending process
