H4 --> H1b

Hello!

I would like to have some information about H4 to H1-B COS/transfer:

1. Is the H4 to H1B transfer/COS subject to the quota of the year?

2. Can the H4 to H1B transfer/COS application be submited any time of the year or it is subject to a special period like the one for H1B(April 01) ?

If you had H1 in the past and now you want to go back to H1 because you still have H1 time left, the new COS from H4 to H1 is not subject to cap and can be applied any time.
