Re-entering US on H4 (earlier H1)

Hi Thanks in the advance for your time. I came to US on H4 and immidiatly I strted my study so decided to convert my visa to F-1. I finished my study after 2 yesrs and menawhile filed H1 B, got approval of H1 in Oct08 but my employer not able to put me on project from last few months so I am planning to change it to H4. Regarding that I have some doubt,

1) what is the safe option for change of status from H1 to H4: Within USA or go back to country and go for H4 stamping
2) If I will go to my home country and will go for H4 stamping will there be any issue regarding my previous H1B? Could they ask me any document related to H1?
3) Do I need pay stub while changing to H4 and later changing to H1 back
4) After changing to H4 how long I can stay on H4 so I don't come in to the cap while transferring back to H1
