Change from H1 to F1

my friend is panning to change his status from h1 to f1.Will he have CPT during his F1?

Depends upon their program of study and university. Some universities grant CPT only after completion of 9 months. If internship is part of the curriculum then it may be granted earlier. Corresponding university's international office will know.
