H1B Transfer query

Dear Friends,

I have few questions. I will greatly appreciate your answers-

1. Can a H1 B visa holder working in project for company X transfer H1 to another company Y continuing to work for X till he/she get a project/job from company Y ?

2. If the answer to above question is Yes, then is there any time restriction ? Also will company X come to know of the H1 B transfer which could put the candidate in risk with company X

3. Understanding current market and the # of consultants in market how to determine a safe consultant who can do H1 transfer ? Can i provide the name of the employer in this forum and members can help me ? Is there a list of black listed employers (recent)

1. You need a job to file for a transfer. It is not mandatory to join the new company as long as X's petition and I-94 are valid.
2. No time limit to join. If not done so, you can re-enter again and work for the new company. Each H1b is independent and no information is shared with the rest of the world.
3. Your choice.
