I have completed 8 years on H1b, my GC seems to be stuck, can I file a brand new PERM Labor in my 9th year.

Yes, by all means you can file a new GC process. but it has to be with a new company.

You can have your company apply for a new labor. They should however withdraw the pending one as it is allowed to have only one labor as per the rules that came out during the perm process.
