Effective date for WH-4 complaint once you submit complaint to DOL. Are you saying that DOL consider complaint received date for future investigations?

How is that relevant at all? You should explain in your DOL complaint as to what the allegations are and when they took place and what knowledge you have about them, provide proof etc. The date of your complaint, if you are trying to get into the 180 days window for you to complain might be flexible depending on how serious the violations were.
