H1 B transfer while in India

I had resigned from my job in US on 12/08 and currently i am in India.Since Feb 09 I have asked my previous employer to looking for job positions which they haven't been able to. I have got a valid I-94 but my passport needs to be stamped. My employer has told me that once they find a position for me they would need to revalidate my visa and take me in as a new hire.

Question - 1. Can another employer in US transfer my H1 B to their name.
2. Would there be any issues.

How come you have I94 while you are in India?

If you have your 6 year h1 term remaining, you can transfer your visa to a new employer via. Consulate Case(Search on this forum for Consulate Case)
However in this economic conditions, Things may be tough at stamping like docs providing your project details etc.
