receipt from USCIS

i applied for H1B-2010 and it was delivered on 15thApr,09. i would like to know

1. after how many days will i get receipt number from USCIS
2. do they issue receipt number, only after checking the petition for required documents.

-- USCIS is accepting H1B Visa Applications for FY2010 from April 1, 2009. Based on number of cases received, they have said, receipts will be issued only to petitions selected in lottery ( if there is lottery).
Vermont Service Center (VSC) incorrectly issued receipt notices for some H1B FY2010 cap cases. It is expected that these receipts will be withdrawn. No one should rely upon a receipt issued during this initial timeframe.
