H1B Transfer with receipt number - urgent

I am currently on h4 and i filed a h1 from an employer. I got the receipt confirmation from the USCIS, but now the company is laid off.

Should i file a new H1B petition from another employer in the regular cap or can i file a h1 transfer to a another employer with the receipt confirmation

Please suggest me ASAP

It does not matter. H1 transfer is same as new H1. as window is open so cap issue does not arise.. so just find another sponsor who can file H1 for you.

You got laid off after receipt confirmation but your case is not approved yet. You cannot do h1b transfer because your case is not approved yet. Even it is approved, you wont be having paystubs at that time because you are laid off. The best thing for you is file new h1b.
