221G Admin query and consultancy cheated me

i have applied h1 from company in hyd and they didnt ask me money ...they said they do it for free..after once i got my lin number..they asked me money which i had to pay..they cheated me without giving H1 petitions..now when i went for stamping,i got query 221g form with administration query..
Now iam asking my money back and they are not giving my money.its not about money..they are behaving very rude ..
Please suggest me what should i do now...
