My H1 extension is in RFE, can I initiate a transfer

Hi,

My H1 extension was suspended pending an RFE. My company has responded to the RFE before the deadline. My H1 has expired, so is my I94. My case is with California Processing Center.

I am in a long term project, so what are the chances of getting an approval?

Some questions which I have been pondering on

1. Meantime, can I apply for a transfer through another consultancy? If my H1 extension gets denied what are the chances of my transfer going through?
2. Even if the transfer goes through, then would I be legal or should I leave the country, gets restamped and come back.
3. Would it be feasible for me to apply for a new H1?

Answers to these questions would be greatly appreciated.
