filing H1B petition with out provisional degree certificate?

I have enriched over 11 years of experience (freelance and full time work ) in animation production/academics .I have completed 3 year graduation in commerce .since i am yet to received my provisional degree completion certificate ,it there way out for consultant or company to H1B petition for me .

probably, any petition cannot be filed without complete documentation.
