H1b 1099
Can H1B visa holders work as 1099 employees for another employer? If not, what are the options? Has immigration rules changed recently? I received information that you cannot apply for I-766 (employment authorization card) unless there's an available visa number to file for I-485. My friend already has an employment authorization card even if his I-140 and I-485 hasn't been approved yet. Thanks.

No, you cannot work on 1099 with H1b. Your friend probably has EAD as he concurrently filed I140 and 485 and they could still be pending. Read more and understand the immigration process.
