L1B to H1B COS

Hi there.. I am on L1B through Company A. And, applied for H1B with COS through Company B. New H1B is in process and there is an RFE at the moment. I want to know if Company B can start paying me before the final approval? Please confirm. Thanks you in advance.

It is illegal to work for Company B until your COS to H1B gets approved.
