Does the 2005 H-1B cap also apply for Singaporeans?

I have read somewhere that the 65,000 cap has been reached.

I was wondering if that includes Singaporean as there are some spots reserved under the FTA. Would I be able to still apply for the year 2005 even if they say that the cap has been reached because I have also read that they will return applications that do not already have an active H1 visa status.

For Singaporeans

I read in the US Govt websites that the H1B1 visa(FTA) is also following the caps. So if the cap has been reached for 2005, you have to wait for the next year.
If Singapore quota is not full, then you have a chance.
I am myself trying to find whether the singapore quota(?) has been used up.
