GC Processing

Hi,
I came to US on F1 Visa in 2007. I finished my studies and now on H1 which is approved in Oct, 2009. i.e I am on H1 from Oct, 2009. Can I start GC processing now immediately or I need to wait for sometime. What are the pre-requisites for GC processing in my case? What is the process to file for GC? Please help me.
