H1 transfer with approved PERM- Rules?

Can anyone please let me know what are the rules to consider, If anyone want to change employer (transfer H1) after getting PERM approval...I mean,
1) Can you continue with GC process using approved PERM from employer A to employer B ?
2) After joining employer B do you need to file PERM again or re-use it from employer A and start filing I-140 petition through B?

Is this possible? Please let me know..

You have to start from scratch. If I140 was approved, the PD can be recaptured from the older PERM.
