H1-B Visa

Hi,

One of mine friend suggested this website to get helpful information about H1B petition/visa.

Was wondering if you can suggest about below query ,

I had an approved H1B petiton in 2004 which got expired in 2006.
(During this period I never travelled to USA)

Now, if I need an employment in USA new does new employer needs to file a new H1B petition ?
If yes will would it be subject to H1B-cap ?

Would be of great help if some one can answers above queries ?
