Hi,
The "position title" in IT at the time of h1b filing, whether this should be the same while providing the employer verification letter to the Interview officer?

Better to have it same in order to avoid unnecessary confusion or explanation. For example, Software Engineer & Programmer Analyst means almost the same. Still, it is better to stick to the title in the petition.
