Employer transfer for expired H1B petition

Hi All,

I have a question regarding H1-B Employer transfer. My previous employer had filed for H1B in 2017, petition for which got approved for 1 year. Valid from 10/01/2017 to 09/30/2018.
Please note I did not go for VISA stamping for this.

My question was, even if the petition is expired, can I got for transfer of Employer (Is this a case of CAP exempted).
Any insight on this would be of great help.
