    hi,

    one of my cousin has got h1-b approved in year 2008 while was in india , however he never used it.

    Now he is planning to change employer and need to transfer his H1b..meanwhile he did some postgraduation also...

    when he transfers his H1b..does he need to submit exact same set of documents as he did in original time or can he change that?..for betterment..

    changing documents means what? just adding newly acquired PG degree?
    You can always do that. I don't think it will help, until that job requires your degree.
    H1 transfer is just like a new H1, except it's cap-counted.
