H1B Transfer in consular processing with visa not stamped

Hi,

My employer has applied for my H1B via consular processing. Let's say my H1B petition is picked and is approved but not stamped or activated as it's a consular processing. Can I change employers even though H1B is not activated just on the basis on approved petition ? I know that we can change employers with approved petition but no stamping in case of Change of Status but can we do the same for consular procesisng??

P.S: I'm already in US on my STEM OPT extension work authorization.
