Yes, provided they haven't revoked your H1B.

You can apply for GC anytime. However, Labor need to be filed at least 365 days before the end of the 6 year term (on H1B). Otherwise, if the labour didn't get approved by the 6th year end, you will not be able to apply for the 7th year extension.
