H1b to H4 visa stamping (first time)

Hi, my wife moved from h1b to H4 EAD last year. We are currently residing in USAn andwould like to get H4 visa stamped in Canada (suffice to say, it's the first time stamping after her change in status). Our Canadian PR has been approved and we are traveling to collect it.

Is it mandatory that we go to our home country (India in our case) to get the H4 stamping done?
Anyone who has successfully been able to get the visa stamping done in Canada?
