Not advisable.

Depends. Normally it takes 3 to 7 weeks.

Cause my H1B is getting expired in September-2010 and I am finding ways to enter US without any problem?

Normally, you can attend the interview. For attending interview on phone no one will ask for SSN. But once you will get the project, either client or Vendor will ask for your SSN before making a PO. So, at that time, what should be done, I don't know. Just check with your employer, what they will do for this.
