Enter on a B1 but work on an H4 EAD

My wife already has a B1/B2 as well as an H4 + EAD.

Here's the sequence of events I'm expecting for her:

* H4 expires in August 2019
* H4 extension gets approved in July 2019
* travels to Morocco in July 2019
* Returns into US on her B1/B2 visa (because she doesn't get her extension stamped in Morocco)

The question is whether she can continue working in the US on her H4 EAD if she enters on a B1/B2 visa.
