In 2008 I got my H1B visa. But I did not get any project, so I changed my stasus to H4. Now Can I start my studies(parttime education) by changing my status from h4 to h1? or is there any way to start my studies being on h4

The link says H4 people can study. That should answer your question.

You can study in H4. However most schools will accept only F1 candidates. So check with the university first. You will loose the benefits like OPT if you work on H4.

You can study part time on H1B. However, your primary responsibility should be working and getting paid as per the LCA.
