H1-B Non-Profit delay and F-1 CPT

One of my friend recently joined a non-profit organization on F1 OPT and the org. promised to file H-1b in non-profit quota. But its getting delayed.
Since his OPT is expiring on July 4th, he is planning to join day 1 CPT college and get the active CPT by july 1st and continue to work as the org. file H-1b.

Please let us know if you see any issues ? any advise would be greatly appreciated.

Depends on which university it is. Also, what is the criteria and justification for Day-1 CPT these universities are providing?
