Possibility for Transferring the H1B Visa to another Company as Cap Exempt Petition

Hi

Please analyse the following case.


1. H1B stamping expiry date is 31st October 2017.
2. Still working at India, have not travelled to US in H1B Visa(No SSN number).


Is it possible to transfer the H1B to another company as cap exempt petition and travel?
